Request the Department of Transportation to convene a working group to investigate and assess safety concerns on Queen Kaahumanu Highway between Makala Boulevard and Henry Street on the island of Hawaii.

Appoint the Director of Transportation as chairperson and include representatives from County of Hawaii Public Works Traffic Division, Planning Department, Hawaii Police Department, Peoples Advocacy for Trails Hawaii, Hawaii Cycling Club, and Coffee Talk Riders.

Working group should address ongoing safety issues on the south-bound bicycle lane that were partially addressed by a December 2014 restriping project.

Require the working group to report findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2016 Regular Session convening.

Transmit certified copies of the resolution to the Director of Transportation, Mayor of Hawaii County, county department heads, police chief, and relevant cycling advocacy organizations.
