Requests the Governor to approve establishment of a sister state relationship between Hawaii and the Prefecture of Hokkaido, Japan, as advised by the Hawaii Sister State Committee.

Notes that Hawaii currently maintains 16 sister state relationships, including relationships with four other Japanese prefectures, dating back to 1981.

Identifies Hokkaido as Japan's largest and northernmost prefecture, and an important source of tourism to Hawaii with attractions including wintertime and year-round recreational activities.

States the relationship would benefit Hawaii by expanding tourism, strengthening cultural bonds, and advancing international peace and brotherhood goals.

Directs certified copies of the resolution be sent to the U.S. Secretary of State, Japan's Ambassador and Consul General, Hawaii's Governor, and the Hawaii Sister State Committee Chairperson.
