Requests the Hawaii Restaurant Association to conduct a survey measuring Hawaii restaurants' interest in allowing dogs into their establishments.

Requests the Association provide guidelines for restaurants in the event dogs were permitted, addressing food safety and health concerns.

Requires the Hawaii Restaurant Association to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Notes that currently only service dogs are permitted in restaurants under Hawaii Administrative Rules section 11-50-74(o), while pet ownership comprises 58 percent of Oahu households.

Directs certified copies of the resolution be sent to the Director of Health, Hawaii Restaurant Association, and Hawaiian Humane Society.
