Request the State Auditor to convene a working group to examine the status and progress of the Honolulu rail transit project.

Working group membership includes the Auditor (chairperson), representatives from the Governor's Office, Director of Finance, Director of Transportation, President of the Senate, Speaker of the House, Chairperson of the Council on Revenues, and one member from each county appointed by their respective mayors.

Working group directed to examine current funding sources for the rail system and consider alternative funding options instead of extending, making permanent, or increasing the existing one-half percent general excise tax surcharge.

Working group required to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 regular session convenes.
