Requests the State Auditor to perform an audit of the Department of Education's efforts and efficiency in supporting students with dyslexia.

Requires the Auditor to submit findings and recommendations to the Legislature no later than 20 days before the 2016 Regular Session convenes.

Directs the report to include information on Department of Education procedures for recognizing dyslexia, enrolling students in specialized programs, student enrollment numbers by program, and counts of licensed reading teachers, reading specialists, and literacy specialists by grade level and subject matter.

Requires certified copies of the resolution to be transmitted to the Auditor, Board of Education Chairperson, Superintendent of Education, and Executive Director of the Hawaii Teacher Standards Board.
