Requests the Hawaii Public Housing Authority (HPHA), in consultation with the University of Hawaii at Manoa Department of Urban and Regional Planning, to develop policies for equitable geographic distribution of affordable housing units on Oahu.

Directs HPHA to develop a schedule prioritizing construction of affordable housing units in neighborhoods with low or minimal concentrations of affordable housing over areas with high concentrations.

Calls for a moratorium on further construction of affordable housing units in downtown Honolulu until the Legislature enacts a policy for equitable distribution of affordable housing.

Cites Hawaii's affordable housing shortage of at least 50,000 units needed through 2016 and notes current inequitable concentration of units in downtown Honolulu, which will worsen with planned expansions of Mayor Wright Homes and Kalihi-Palama properties.

Requires HPHA to submit a report on actions taken, findings, and recommendations to the Legislature no later than 20 days before the 2016 Regular Session convening.
