Director of Transportation is requested to form a working group to address licensing and regulation of mopeds in Hawaii.

Working group shall include representatives from the Department of Transportation, Honolulu Police Department, City and County of Honolulu Department of Transportation Services, urban-Oahu Neighborhood Boards, and other individuals deemed appropriate.

Director must submit a report with the working group's findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2016 Regular Session.

Resolution addresses concerns about modified mopeds with engines exceeding 50cc displacement that circumvent bicycle license requirements, increase noise pollution and toxic emissions, and operate without required insurance or inspections.
