Urges the Governor to develop a modernized Oahu Community Correctional Center within the Halawa Correctional Facility through a public-private partnership.

Cites the Oahu Community Correctional Center, built in 1916, as outdated, overcrowded, and unable to accommodate current and projected detention needs; notes it has experienced multiple inmate escapes.

Proposes relocating the correctional center from its current 16-acre Kalihi site (950-bed facility) to consolidate with Halawa, which would generate land development opportunities and revenue through sale or long-term lease of the Kalihi property.

Directs the Governor to issue a request for proposals for private construction of the facility on a turnkey basis and to facilitate redevelopment of the current Kalihi site through public-private partnerships to benefit the community and generate state revenue.

Transmit copies to the Governor, Director of Public Safety, and Kalihi-Palama Neighborhood Board.
