Urges Congress to cover full costs of transporting remains of eligible Filipino-American World War II veterans to the Philippines and providing funeral and burial services there.

Acknowledges that nearly 100,000 Philippine Commonwealth Army soldiers fought alongside United States and Allied forces during World War II, suffering heavy casualties including the Bataan Death March and prisoner of war captivity.

Notes that Hawaii enacted legislation in 2003 requiring the Office of Veterans' Services to pay up to $2,500 for transport and funeral services in the Philippines, but funding has not been provided.

States that while the United States Veterans Administration enacted legislation providing burial benefits to survivors of these veterans, it did not address coverage for transport to or services in the Philippines.

Directs certified copies be sent to the President, Congress leadership, Hawaii's Congressional delegation, and the Director of the Office of Veterans' Services.
