Requests the Department of Health to establish an umbilical cord blood awareness campaign providing standardized, objective information to expectant parents in Hawaii.

Campaign must include information on what umbilical cord blood is, its medical value and benefits, collection methods, and current and future medical uses.

Campaign must explain preservation options including donation to public banks, private/family banking, directed donations for family members, and donation for research.

Campaign must detail differences between public and private umbilical cord blood banking and provide resources for banking information.

Department of Health must submit a report on campaign implementation, findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convening.
