Requests the Department of Transportation Services of the City and County of Honolulu to conduct a traffic and pedestrian safety study of the intersections of Waipahu Street and Mahoe Street and Hiapo Street and Mahoe Street in Waipahu and surrounding surface streets.

Study must include a count of vehicles and pedestrians using the intersections and motor vehicle collisions and pedestrian accidents occurring since 2010 with severity information.

Study must review street lighting issues, assess the need for crosswalks, and evaluate the need for safety measures such as stoplights, stop control, roundabouts, bulb outs, speed bumps, and traffic calming devices.

Department of Transportation Services must submit findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the 2016 regular session.

Resolution notes the intersections are surrounded by parks, schools, senior housing, churches, and residential areas resulting in heavy pedestrian and vehicle use, with a history of crashes and accidents.
