Request for the State Auditor to conduct a comprehensive financial and management audit of the Honolulu Authority for Rapid Transportation (HART) regarding the Honolulu Rail Transit Project.

Audit to examine HART's management, operations, financial policies, accounting systems, and internal controls related to planning, design, bidding, and construction of the 20-mile rail project.

Audit to review contracts, expenditures, and payments to contractors, subcontractors, and consultants, as well as factors contributing to the approximately $1 billion budget shortfall and cost overruns.

Audit to evaluate cost containment measures, fiscal operations decisions, and actions taken to mitigate escalating costs on the $5.2 billion rail transit project scheduled for completion by 2019.

Auditor to submit final report with findings and recommendations to the Legislature no later than twenty days before the convening of the 2016 Regular Session.
