Request Department of Transportation to conduct a traffic study and make recommendations to alleviate congestion on Kahekili Highway between Likelike Highway intersection and Kamehameha Highway.

Study must identify causes of traffic congestion and potential solutions including highway widening, express public transportation routes for University of Hawaii students, and contraflow lanes.

Department must hold community informational briefings during the course of the study.

Department must submit findings, recommendations, proposed legislation, and actions taken to the Legislature no later than 20 days before the start of the 2016 Regular Session.

Certified copies to be sent to the Director of Transportation and Director of Department of Transportation Services of the City and County of Honolulu.
