Request the Auditor to conduct a financial and management audit of the Plant Quarantine Branch of the Department of Agriculture.

Audit must evaluate the current state of the Plant Quarantine Branch and recommend necessary resources needed to carry out its responsibilities under chapter 150A, Hawaii Revised Statutes.

Audit must evaluate a proposal to move either part or all functions of the Plant Quarantine Branch to the Department of Transportation.

Auditor must submit findings, recommendations, and any proposed legislation to the Governor and Legislature no later than twenty days prior to the convening of the Regular Session of 2016.

Certified copies of the resolution to be transmitted to the Governor, Auditor, and Chairperson of the Board of Agriculture.
