Governor is requested to convene a 10-member exploratory committee with two representatives each from: University of Hawaii at West Oahu, Honolulu Community College, Honolulu International Airport, City and County of Honolulu Office of Economic Development, and the Hawaii aviation community.

Exploratory committee is to examine the feasibility of establishing an international aviation training center at Kalaeloa Airport and an advanced aviation degree training program at the University of Hawaii at West Oahu.

Committee must include two members from the Hawaii aviation community selected from Federal Aviation Administration-licensed Part 121 commercial aviation pilots with current airline transport type ratings.

Committee is requested to report its findings, recommendations, budget requests, and proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2016.

Resolution cites Kalaeloa Airport's advantages as a training location, including two runways, air traffic control facilities, varied weather conditions, minimal commercial/military traffic, and ample space for facility expansion.
