Requests the State Department of Transportation to convene a Hawaii Drone Policy Task Force to develop statewide policy for unmanned aircraft systems (drones).

Task Force shall include the Directors of Transportation, Business/Economic Development/Tourism, and Commerce/Consumer Affairs; the Adjutant General; the Attorney General; and at least one resident from each county with background in aviation, privacy law, or civil liberties law.

Task Force must submit a report to the Legislature no later than twenty days before the 2016 Regular Session with analysis of Federal Aviation Administration regulations and the FAA's 2013 UAS Integration Roadmap.

Report must include written recommendations for comprehensive state policy protecting privacy and public safety while allowing public and private drone applications, and any proposed legislation.

Certified copies to be transmitted to relevant state department directors and county mayors.
