• Supports the concept of the Rainbow Stop Pilot Project to create state-approved rainbow viewing locations throughout Hawaii where residents and tourists can safely stop to view and photograph rainbows.

• Rainbow Stops would function as scenic viewpoints with safe roadside areas for vehicles to pull over, similar to existing scenic overlooks.

• Rainbow Stop locations would be preprogrammed into global positioning systems (GPS) to enable easy access and discovery by tourists and residents.

• Aims to promote Hawaii's natural beauty and the "Rainbow State" brand by allowing visitors to safely capture and share photographs of Hawaii's rainbows worldwide.

• Directs transmission of certified resolution copies to the Chairperson of the Board of Land and Natural Resources, the Chairperson of the Hawaii Tourism Authority, and the Administrator of the Division of State Parks.
