Requests the Chief Procurement Officer to conduct a comprehensive study of Hawaii's 21 individual procurement jurisdictions.

Study must examine staffing levels and job titles, vacant positions and recruitment status, and number of contracts assigned to each procurement office.

Study must evaluate the current level of contract oversight required during the procurement process and identify quality monitoring versus document processing responsibilities.

Study must include staffing recommendations to bring each procurement jurisdiction to satisfactory performance levels.

Chief Procurement Officer must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2016 Regular Session convenes.
