Requests the Workforce Development Council to study the effectiveness of current incentives for hiring individuals with disabilities, including federal and state tax incentives.

Requires the Council to consult with the Department of Human Services, Department of Taxation, State Rehabilitation Council, and other relevant agencies and stakeholders.

Directs the Council to determine whether current incentives adequately cover employer costs for hiring individuals with disabilities, such as specialized training, facility improvements, and work assistants.

Instructs the Council to identify methods to either improve employer awareness of existing incentives (if adequate) or improve the current incentive system (if inadequate).

Requires submission of findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 Regular Session convenes.
