Director of Human Resources Development is requested to develop and implement a comprehensive pre-tax public transportation benefit program that equalizes transportation benefits and subsidies for all state employees regardless of transportation mode.

Current state programs offer parking subsidies at approximately one-third of public rates ($30-$60 per month in Honolulu) with pre-tax payroll deductions, while public transit passes cost $60 monthly with no state subsidy.

State employees using bicycles, walking, car-sharing, or private vehicles receive no transportation subsidies or fringe benefits, creating inequity compared to parking and transit benefits.

Director is requested to submit a report to the Legislature no later than 20 days before the 2016 Regular Session convening on progress toward implementing the equalized transportation benefit program.

Certified copies of the resolution shall be transmitted to the Director of Human Resources Development and the Comptroller.
