Requests the Legislative Reference Bureau conduct a study to develop an effective framework for annual managerial audits of the Public Utilities Commission to be included in the Commission's annual reports beginning January 1, 2017.

Directs the Legislative Reference Bureau to research the Commission's previous managerial audits and recommend an ongoing assessment framework for evaluating the Commission and its utility companies.

Specifies assessment tools should include evaluation of residential permit delays related to staffing, length of time dockets remain open without action, and employee stabilization and transition policies.

Requires the Legislative Reference Bureau to submit its findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Chairperson of the Public Utilities Commission and the Director of the Legislative Reference Bureau.
