Urges the Director of Business, Economic Development, and Tourism to establish the Commission for Hawaii's Future to prepare the state for potential reductions in federal military spending.

Addresses the Army's 2020 Force Structure Realignment proposal to eliminate 20,392 active duty soldiers from Schofield Barracks and Fort Shafter, projecting a $1.35 billion loss to Hawaii's economy and $9.2 million in lost general excise tax receipts.

Directs the commission to develop a business plan and recommendations for economic diversification in infrastructure improvements, sustainable technology reindustrialization, clean energy research, social services, and other fields.

Establishes commission membership including the Director of Business, Economic Development, and Tourism (chair), state agency heads, county and university leaders, and representatives from labor, business, environmental, financial, construction, religious, military, and affected communities.

Requires the commission to submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2016 Regular Session convenes.
