Recognizes the Pacific Missile Range Facility on Kauai as the world's largest instrumented, multi-environment training and test range, covering 2.1 million square miles of sea, air, and space.

Acknowledges the facility's 2014 Secretary of the Navy Natural Resources Conservation Environmental Award for protecting endangered seabirds, including the Laysan Albatross surrogate parenting program and long-thorned kiawe eradication efforts that resulted in zero percent loss of nocturnal fledgling migratory seabirds during the 2013 season.

Commends the facility's 2015 Secretary of the Navy Cultural Resources Management Award and Chief Naval Operations Award for developing an Integrated Cultural Resources Management Plan with interpretive signage and coastal protection measures for cultural sites.

Recognizes the facility's recovery of a Japanese navigational buoy lost during the 2011 tsunami from Kauai's sister city Iwaki City, Japan, culminating in an international ceremony and permanent public display.

Congratulates the Pacific Missile Range Facility for environmental and cultural stewardship and strong community involvement.
