Congratulates Elizabeth "Libby" Young, a journalism and English professor at Windward Community College, for her numerous achievements and outstanding contributions to journalism education.

Recognizes Young's accomplishments including the 1995 Carnegie Foundation Professor of the Year award for Hawaii, the 1990 Excellence in Teaching Award from the University of Hawaii Board of Regents, and selection as "Ten Who Made a Difference" in 1991.

Acknowledges Young's leadership in developing the award-winning Ka 'Ohana newspaper and journalism program at Windward Community College, as well as her service as president of the Hawaii Literary Arts Council and founder of the Star Poets literacy project.

Notes Young's career achievements including serving as the first public information officer for the UH Community College system from 1970 to 1976 and her recognition by the National Council of Teachers of English for her research on journalism.

Honors Young's retirement from Windward Community College in May 2015 after 35 years of service, including her successful advocacy efforts that secured millions of dollars for the college's master plan projects.
