Honors the Polynesian Voyaging Society on the 40th anniversary of the Hōkūleʻa's launch on March 8, 1975, from Hakipu'u in Kāneʻohe Bay on Oʻahu.

Recognizes the historic 1976 voyage where the Hōkūleʻa sailed from Hawaiʻi to Tahiti using traditional, non-instrument navigation methods under navigator Mau Piailug's guidance.

Acknowledges the Hōkūleʻa's achievements over 40 years, including sailing more than 150,000 nautical miles throughout the Pacific Ocean and serving as a floating classroom for cultural education.

Recognizes the ongoing Mālama Honua voyage (2013-2017) encompassing approximately 47,000 nautical miles across 85 ports in 26 nations to promote sustainable living and Polynesian culture.

Honors the Honolulu Community College Marine Education and Training Center at the University of Hawaiʻi for providing 12 years of support, facilities, and vessel maintenance for the Hōkūleʻa.
