Requests the University of Hawaii to affirm its commitment to ending sexual violence, sexual harassment, dating violence, domestic violence, and stalking on all Hawaii campuses in compliance with Title IX and the Violence Against Women Reauthorization Act of 2013.

Directs the University to increase resources and strengthen institutional infrastructure across all campuses to address and prevent sexual violence and gender-based discrimination.

Requires the University to implement specific safety measures including publishing nondiscrimination notices, designating a Title IX coordinator, establishing complaint procedures, providing evidence-based prevention programs, and conducting training on identifying and reporting sexual violence.

Mandates the University to develop campus-specific plans addressing gender discrimination and violence while strengthening institutional response to ensure Title IX compliance.

Requires the University of Hawaii to submit a report on its Title IX policies, procedures, staffing, statistics, and any proposed legislation to the Legislature by 20 days before the 2017 regular session.
