Requests the Auditor to conduct an analysis of the regulatory scheme proposed in H.B. No. 825 and S.B. 1237 (2015) for licensing and regulating transient vacation rentals, pursuant to section 26H-6, Hawaii Revised Statutes.

Directs the Auditor to assess whether regulation is necessary to protect health, safety, and welfare of consumers, and whether full licensure or other restrictions should be adopted.

Requires the Auditor to consider prior studies on vacation rentals, including data from the Hawaii Tourism Authority study that identified 22,238 individually advertised vacation rental units in Hawaii.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Requires certified copies to be transmitted to the Auditor, Director of Taxation, Hawaii Tourism Authority Board Chair, and Hawaii Tourism Authority President and Chief Executive Officer.
