Requests the United States Congress and the Barack Obama Foundation to support and recommend Hawaii as the site for the Barack Obama Presidential Library and Center.

Emphasizes that the proposed Barack Obama Presidential Center would preserve the President's legacy while advancing it through educational and community programs including a K-12 Global Youth Leadership Academy, Convening Institute, University of Hawaii Center for Community Organizing, and interactive Visitor Center.

Highlights Hawaii's strategic advantages including its multicultural character, aloha spirit, hospitable climate, and location in the strategically important Asia-Pacific region positioned to address global challenges such as climate change and economic inequality.

Directs transmission of certified copies of the resolution to members of Hawaii's congressional delegation and the Chair of the Board of Directors of the Barack Obama Foundation.
