Request the Department of Transportation to study the registration and permitting requirements for privately owned reconstructed vehicles, which are currently limited to the City and County of Honolulu.

Examine the historical circumstances and purpose behind the 1986 Act 122 amendment that made inspection and certification requirements inapplicable to privately owned reconstructed vehicles in counties with populations under 500,000.

Recommend whether registration and permitting requirements for privately owned reconstructed vehicles should be extended to all counties in Hawaii.

Require the Department of Transportation to report its findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session convening.

Direct transmission of certified copies of the resolution to the Director of Transportation and the mayor of each county.
