Urges Hawaii counties to engage private property owners in sharing costs to mitigate risks and hazards posed by trees on their property where the county has an easement or right of way.

Recognizes benefits of trees including shade, air quality improvement, energy conservation, and property value increases, while acknowledging risks from falling branches and roots that damage sidewalks.

Requests counties develop an open, collaborative, and cooperative cost-sharing process that welcomes private property owner perspectives and ideas.

Requires counties to notify and work with private property owners to mitigate or remove unsafe tree conditions when discovered on private property with county easements or rights of way.

Directs certified copies be sent to the mayors and councils of Honolulu, Hawaii County, Maui County, and Kauai County.
