Recommends safety measures including flotation devices, protective footwear, 200-foot brightly colored rope, communication devices, harvesting with a partner, and informing others of whereabouts.

Requires certified copies of the resolution be transmitted to the Governor and Chairperson of the Board of Land and Natural Resources.
