Requests the Department of Labor and Industrial Relations to perform an internal review of Hawaii Occupational Safety and Health Division (HIOSH) rules and policies for incidents posing immediate danger to life or health.

Directs the department to submit findings and recommendations on improving HIOSH responsiveness, including any proposed legislation, no later than twenty days before the start of the 2016 regular legislative session.

Notes that in 2013 HIOSH reported 3.8 nonfatal occupational injuries and illnesses per 100 full-time workers and 11 fatalities from workplace incidents including transportation accidents, falls, and exposure to harmful substances.

Emphasizes HIOSH's responsibility to administer occupational safety and health standards under Chapter 396, Hawaii Revised Statutes, including workplace inspections and enforcement of employer and employee rights.
