Authorizes Governor David Ige of Hawaii or his designee to establish a state-province affiliation with the Province of Bohol in the Republic of the Philippines.

Directs the Governor to keep the Hawaii Legislature fully informed of the affiliation process and to involve the Legislature in its formalization to the extent practicable.

Grants the Province of Bohol the same privileges and honors extended to Hawaii's other sister states and provinces.

Requires the state-province affiliation to reach a sustainable basis with mutual economic benefits through local community support by June 30, 2016, or the affiliation shall be withdrawn.

Requires certified copies of the resolution to be transmitted to the President of the United States, Congressional delegates, the Philippine President through its Honolulu Consulate General, and Bohol's provincial leadership.
