Request for the Auditor to conduct a follow-up audit on the Department of Public Safety's contracting for prison beds and services, building on Report No. 10-10 from 2010.

Approximately 1,600 Hawaii inmates continue to be incarcerated in Arizona correctional facilities as a temporary measure begun in December 1995 to address prison overcrowding.

Previous audits found the Department of Public Safety lacked adequate financial reporting, circumvented procurement processes, and failed to monitor contract compliance and document performance at private prisons.

Auditor requested to assess Department's progress on improving quality review programs, establishing policies for documenting contract compliance, and updating fiscal monitoring procedures for private prison contracts.

Auditor must report findings and recommendations to the Legislature no later than twenty days before the convening of the 2016 Regular Session.
