Recognizes Hawaiian Nationals as an authentic population lawfully residing in the Hawaiian Islands and as the heirs and body politic of the Hawaiian Kingdom, which is affirmed as a nation in continuity.

Affirms that the Hawaiian Kingdom's sovereignty was never extinguished despite the 1893 U.S.-backed overthrow, and that international law prohibits coercive assignment of nationality without explicit consent.

Distinguishes Hawaiian Nationals from Native Hawaiians, noting that Hawaiian Nationals claim citizenship in the Hawaiian Kingdom through natural birth, lineal descent, birth within Hawaiian Islands boundaries, or naturalization under Hawaiian Kingdom law.

Directs the State to uphold laws against nationality-based discrimination and instructs courts and law enforcement to cease nationality-based harassment and prosecution of Hawaiian Nationals.

Directs that copies of the resolution be transmitted to the Governor, Attorney General, Hawaii Supreme Court Chief Justice, and all county and city officials.
