Requests the Board of Land and Natural Resources establish small boat harbor advisory groups to advise the Division of Boating and Ocean Recreation on state harbor administration matters.

Creates eight regional advisory groups covering: West Hawaii, East Hawaii, Maui, Kauai, North and West Oahu shores, South Oahu shore, Molokai, and Lanai.

Each advisory group to have seven members including both commercial and recreational harbor users, with at least four members from harbors within the region.

Advisory groups to advise on administrative rules adoption, the comprehensive recreational boating program, and development of permits and fees for moorage in their regions.

Allows advisory groups to request written responses from the Division on specific issues and appeal inadequate responses to the Board of Land and Natural Resources.
