Requests the Auditor to conduct a feasibility study and prepare statutory recommendations for creating a Structural Licensing Board modeled after the Board of Electricians and Plumbers.

Directs the Auditor's report to address feasibility of the new board, suggested amendments to C-38 Post tensioning, C-41 Reinforcing steel, C-48 Structural steel, and C-56 Welding licenses, and estimated creation costs.

Requires the Auditor to consult with stakeholders including Hawaii Iron Workers Union Local 625, Building and Construction Trades Council, Contractors License Board, Board of Electricians and Plumbers, and relevant contractors.

Mandates the Legislative Reference Bureau assist the Auditor and requires submission of findings and legislative recommendations to the legislature no later than twenty days before the 2016 Regular Session convenes.

Cites worker and public safety concerns regarding structural steel installation and erection work, noting the Contractors License Board lacks specialized expertise in this dangerous, high-skill specialty work.
