• Requests the Department of Education to organize and coordinate out-of-school programs for kindergarten through 12th grade and identify funding opportunities for current and future programs.

• Requires the Department of Education to determine costs for middle and intermediate school out-of-school programs and identify funding sources including federal funds, grants, user fees, and potential increases to tobacco, cigarette, and alcohol taxes as a dedicated funding stream.

• Designates out-of-school programs offered through the Department of Education as "Hawaii 3 to 6 programs" and requires the Department to administer them with priority given to high-poverty schools if funding is insufficient.

• Makes all public school campuses eligible to receive funding for Hawaii 3 to 6 programs, provided programs meet specified quality standards.
