Requests the Hawaii Department of Attorney General to convene a task force to investigate and coordinate provision of medical, educational, housing, and social services to migrants from Freely Associated States (Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau).

Estimates over 12,000 Freely Associated States citizens have migrated to Hawaii, with reported service costs of $628.75 million between 2004 and 2010, primarily in education and health care.

Task force membership includes directors from Health, Human Services, Labor and Industrial Relations; Board of Education Chairperson; professors from University of Hawaii at Manoa's John A. Burns School of Medicine and University of Hawaii-West Oahu; and representatives from Micronesian community organizations.

Task force directed to consult with federal agencies regarding available federal funds and services, work with U.S. Census Bureau on data collection, and investigate service needs including impact on schools.

Requires task force to submit report to Legislature no later than 20 days before the 2016 Regular Session convening.
