Request the Department of Human Services and Department of Health to not consider Social Security Act Title II disability benefits as income when determining Medicaid eligibility if such benefits make an individual ineligible for state SSI supplements and Medicaid.

Urge the departments to allow Medicaid adult day health service providers to bill in 15-minute increments instead of requiring full-day (6-hour) or half-day (3-hour) billing blocks.

Address financial hardship for individuals with disabilities living in developmental disability domiciliary homes who lose Medicaid eligibility due to Title II Social Security benefits exceeding income thresholds.

Eliminate the requirement for affected individuals to spend down income to a "medically needy" standard of $469 per month to maintain Medicaid eligibility.

Direct transmission of certified copies to the Director of Human Services, Director of Health, and Hawaii State Council on Developmental Disabilities.
