Requests the Department of Human Services to evaluate alternate methodologies for establishing basic prospective payment system (PPS) rates for intermediate care facilities for individuals with intellectual disabilities.

Directs DHS to adopt rules requiring rebasing of basic PPS rates using updated cost report data at least every two fiscal years, instead of the current practice of using the same base year for up to eight fiscal years.

Urges DHS to increase bed reservation days from 12 to 24 days per calendar year for residents absent due to hospitalization or other reasons, allowing facilities to receive per diem payments during these absences.

Notes that seventeen private, nonprofit intermediate care facilities serve up to eighty-two individuals and that current rates do not account for increased costs from changes in resident care levels, wage standards, and regulatory requirements.

Requires certified copies be transmitted to the Director of Human Services, Director of Health, and Executive Administrator of the Hawaii State Council on Developmental Disabilities.
