University Clinical, Education and Research Associates (UCERA) is a nonprofit faculty practice organization supporting the John A. Burns School of Medicine's clinical, academic, and research activities.

UCERA experienced a $6,900,000 deficit in 2009 that was absorbed by the University of Hawaii Board of Regents.

Requests the University of Hawaii Office of Internal Audit to conduct an audit of UCERA's operating practices and financial management.

Requires the audit findings and recommendations to be submitted to the legislature no later than twenty days before the 2016 regular session convenes.

Directs certified copies of the resolution to be transmitted to the University of Hawaii Board of Regents, system President, internal audit director, JABSOM Dean, and UCERA President.
