Request Legislative Reference Bureau to prepare a study examining teacher retention in Hawaii's Department of Education in consultation with the Department of Education and University of Hawaii at Manoa College of Education.

Department of Education must provide by July 31, 2015: cases and reports from the past ten years on factors encouraging or discouraging teacher retention, and data on average length of service by teacher source (University of Hawaii programs, other state programs, or out-of-state transfers).

Legislative Reference Bureau directed to analyze factors contributing to differing retention rates among teachers from different preparation programs and make recommendations on administrative and legislative actions to improve retention.

University of Hawaii and Department of Education required to cooperate and provide necessary information to complete the study.

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.
