Department of Land and Natural Resources requested to study the causes of limu and reef fish decline along the Ewa Coast of Oahu from Pu'uloa to Barber's Point.

Study must identify factors contributing to decline, which may include over-picking, over-fishing, improper harvesting, climate change, urban development, stream flow diversion, and invasive species.

Department must develop recommendations and actions needed to stop the decline and replenish limu and reef fish supplies based on study findings.

Department required to submit report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2016 Regular Session.

Recognizes cultural, economic, and ecological importance of limu and reef fish to Native Hawaiian practices, traditional medicine, diet, and environmental health.
