Urges the Department of Education to develop an ethnic studies curriculum for kindergarten through twelfth grade students in Hawaii public schools.

Requests the Department of Education submit a report on implementation plans, including any proposed legislation, no later than twenty days before the 2016 Regular Session convenes.

Cites ethnic studies as an effective interdisciplinary approach that boosts academic achievement, test scores, student engagement, and decreases dropout rates.

States ethnic studies can address gaps in current curriculum by providing accurate accounts of various ethnic groups' histories and culturally relevant content that resonates with students of color.

Requires certified copies of the resolution be transmitted to the Governor, Chairperson of the Board of Education, and Superintendent of Education.
