Requests the Department of Transportation to conduct a feasibility and cost study for constructing a small commercial boat harbor and small commercial airport in south Puna on the Island of Hawaii.

Identifies that Puna is a rapidly growing district with limited transportation infrastructure, facing potential supply disruptions from volcanic activity threatening Highway 130.

Notes that current coastal access in Puna is limited due to jagged cliffs and lava tubes preventing road development, with only the small Pohoiki boat ramp available and Hilo Harbor as the nearest commercial harbor.

Requires the Department of Transportation to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2016 Regular Session.

Directs transmission of a certified copy of the resolution to the Director of Transportation.
