Requests the Department of Land and Natural Resources to work with Royal Hawaiian Golf Club to locate, delineate, and develop a management plan for portions of Old Government Road that lie within the golf course development.

Requires the department to determine the location and ownership status of all portions of Old Government Road, which was once a public highway connecting the Pali with Waimanalo but has since been discontinued.

Directs the department to investigate whether an access easement over Old Government Road was granted to Royal Hawaiian Golf Club for the pedestrian trail to Maunawili Falls that the golf club was required to provide under its 1968 conditional use permit.

Instructs the department to evaluate whether granting an access easement to the golf club (with a condition of providing a parking lot for public access to Maunawili Falls) would be in the State's best interests if no easement currently exists.

Requires the Department of Land and Natural Resources to submit a report with findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session.
