Requests the University of Hawaii Sea Grant College Program to create a comprehensive beach management plan for Oahu's north shore from Kawailoa to Waialee ahupuaa over a two-year period.

Plan must include substantial community input and address long- and short-term planning, climate change scenarios, erosion management, beach nourishment, public access, shoreline protection, setbacks, and innovative coastal adaptation strategies.

Requires interim findings and recommendations to be submitted to the Legislature no later than twenty days before the 2016 regular session convenes, with a final report due twenty days before the 2017 regular session.

Directs the program to consider innovative approaches including recommendations to relocate homes and vehicular traffic away from eroding beaches and to address recreational access and traffic issues related to coastal recession.

Cites previous success of the 2010 Kailua Beach management plan as a prototype and notes the north shore area faces increasing erosion threats from high-energy waves, sea level rise, climate change, and intensive public use.
