Requests the Hawaii Department of Transportation to establish a committee to coordinate road maintenance scheduling between state and city entities to minimize public inconvenience.

Committee shall be chaired by a Department of Transportation employee and include 1-2 representatives each from: the Legislature, HDOT's Highways Planning Section, City and County of Honolulu's Department of Design and Construction, and Department of Facility Maintenance.

Recommends appointing civil service employees to the committee to ensure long-term continuity and institutional knowledge.

Requests committee meet at minimum 2-3 times per year to discuss upcoming road projects, coordinate scheduling, and ensure public awareness of road work plans.

Requires committee to submit a report to the Legislature detailing activities and legislative recommendations no later than 20 days before the 2016 Regular Session convenes.
