Requests the Legislative Reference Bureau to examine how other states regulate tour operators within their jurisdiction.

Requires the examination to include a review of laws, policies, and procedures adopted by other states to regulate tour operators.

Directs the Legislative Reference Bureau to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Cites rising tour activity in state parks and illegal commercial activities by tour guides, including incidents in December 2014 and February 2015 involving unauthorized "lava tours" in closed natural areas.
